The original Itaipu agreement, which split power generation equally between the two countries, expired in 2023 with the repayment of the dam's construction debt after 50 years. Since Paraguay does not use its full share, Brazil has historically purchased the surplus, as required by the treaty.
A new agreement reached in 2024 between Brazil's Minister of Mines and Energy Alexandre Silveira and Paraguayan President Santiago Peña allows Paraguay to sell its share of Itaipu energy directly to Brazilian industry on the free market starting in 2027.
